24x7 Patrol Planned on Outer Ring Road (ORR)

While the final lap of the 158-km long Outer Ring Road (ORR) starts to take a shape, the authorities have now initiated steps for having a round-the-clock patrol equipped with ambulances, paramedical personnel and emergency services.
The Hyderabad Metropolitan Development Authority (HMDA) has called for bids for an Incident Management System (IMS) to assist road users and extend help in incident management. Vehicles equipped with required paraphernalia and manpower trained in traffic management will deal with breakdowns and identify as also address traffic hazards such as unauthorised parking, debris, stray animals and the like on the ORR.

Patrol vehicles will also be carrying equipment like fire extinguishers, gas cutters, torch lights, hydraulic jack, animal hook and first aid kit and cover the entire stretch at a four-hour frequency.

To handle accidents on the eight-lane roads, the authorities said ambulance services equipped with basic life support system and which stay in communication with the control room will be pressed into service. These will be staffed with required medical and paramedical personnel to manage accident victims till they are shifted to the nearest hospital for care.

Performance standards for IMS prescribe half hour as response time to an incident and ‘as soon as possible’ in case of multiple incidents on the ORR. The team will be responsible for keeping the facility clear of all obstructions including broken down vehicles, accident remnants and fallen trees for which tow-trucks, cranes and other required paraphernalia is to be stationed.

Apart from patrol and ambulance, the facility will also be subjected to a daily and weekly inspection for potholes, cracks and patches, defective bridge decks area, blocked drains apart from quarterly inspection to investigate bridges and culverts for damage of structural elements.
