The Hyderabad Growth Corridor Limited (HGCL), a wing of Hyderabad Metropolitan Development Authority (HMDA), has decided to outsource the operation and maintenance (O&M) of three sections of the Nehru Outer Ring Road (ORR) to private firms or organizations.
Initially, it was proposed to outsource the three sections having a total length of about 95.68 km for O and M. The bids will be opened on August 13. A pre-bid meeting will be held at the HGCL office, HMDA Complex, Tarnaka on July 27.
HMDA officials told Express that the three sections that are proposed to be outsource are: Section-1: Gachibowli to Shamshabad (24.38 km), Section-2: Patancheru to Shameerpet (38 km), Section-3: Shameerpet to Pedda Amberpet (33.30 km).
The scope of work includes operation and maintenance of all the assets, facilities on the three sections of ORR including maintenance of carriageway, service roads, shoulders, open spaces, embankments, islands, median plantation, signages, road furniture, lighting, safety aspects etc.
Also providing incident management by way of road patrol and surveillance, value addition to the road by way of providing crash barriers, median fencing, road signage and road marking wherever required, road property management and horticulture maintenance, etc.
The contract period of O&M would be about three years and the estimated to cost is about Rs 33 crore for the three sections.
Maintenance of the Gachibowli-Shamshabad stretch will be handed over from the date of signing of the agreement. For the Patancheru- Shameerpet, only the operation part will be handed over from the date of signing of agreement and the maintenance part from January 1, 2015. As for the Shameerpet-Pedda Amberpet stretch, the operation part will be handed over tentatively from January 1, 2014 and maintenance from January 1, 2016.
Though the periods of execution of O&M are different for each section the contractor is bound to execute the items covered in both O&M as and when necessitated during the entire contract period of three years in all sections.
