HMDA ignores illegal layouts

Numerous illegal layouts have mushroomed in the Hyderabad Metropolitan Development Authority jurisdiction over the last five years, to which the civic body turns a blind eye. This year, less than 100 applicants have approached the civic body for layout regularisation. Despite this, the number of unauthorised plots run into thousands.

Most of the applications are for huge residential complexes, gated communities and group housing scheme layouts. A handful of them are for individual residential layouts.

Since 2010, over 2,000 layouts (above 5 acres) have sprung up in the HMDA area. So far the civic body has given final approval for not more than 100 layouts.

The HMDA official granted approval for around 35 layouts in 2012, 13 layouts in 2011, 31 in 2010 and 26 in 2009. The permissions were granted in areas like Kompally, Ameenpur, Yapral, Gopanpally, Turkapally and Kuntlur, Kistapur, Sahebnagar, Dulapally, Gundla Pochampally, Maripallyguda, Bahadurpally and Medchal.

According to HMDA officials, most of the developers of gated communities and group housing schemes avoid seeking HMDA layout permission due to various reasons like land disputes and other land issues.

Many apply for permission after receiving their Draft Technical Layout Plan. At this point, they start advertising their project. They do not apply for final approval as most of them fail to comply with rules.

As per the HMDA rules, a layout owner who plans to develop a property that is more than five acres, has to approach HMDA for the Layout Regular-isation Scheme along with an undertaking to mortgage 15 per cent of the area with some portion earmarked for the economically weaker sections.

The developer has to mention and provide the blueprint for 40-feet wide internal roads with blacktop, street lighting, overhead tanks, 10 per cent open space, parks and sewerage system.
